Commission hears updates on new Commons parking lot, Greenway safety hazards and Imagination Station concrete timing

Commissioners at the Feb. 3 Collegedale meeting pressed staff for timelines and safety fixes on several local infrastructure items, including finishing work on the new Commons parking lot, hazards on the Greenway and timing for concrete pours at Imagination Station.
A commissioner said the new parking lot lacks a published address for GPS directions and described recent overflow parking at a Commons event. Public Works staff said the contractor, Bridal Brothers, will return in late March or early April to quality-control the seams and coat the asphalt, after which the lot will be striped and plantings completed. "Bridal Brothers is coming back, late March, early April to QC the seams and and coat the entirety of the asphalt, and then it will be striped at that point in time," staff said.
Several commissioners raised safety concerns on the Greenway. One commissioner reported a railroad-crossing structure that no longer rings a bell used by children and asked staff to inspect it; in a subsequent exchange staff said parts have been ordered for a different wagon but confirmed they would send Public Works to look at the reported wagon and wood pile. "Across from the railroad with a bell on it, there's a huge pile of wood on a wagon and there's a bunch of nails sticking up on boards... that's a definite hazard," a commissioner said. Staff acknowledged the complaint and said they would have Public Works inspect and remove hazards.
On Imagination Station playground work, staff gave guidance on concrete pours in cold weather: the "rule of thumb is 40 degrees and rising" for pouring concrete safely, and contractors may add admixtures for colder weather, staff said. The staff said they would check whether a small concrete pour for a fence could be done sooner.
Ending: Staff will return with timeline updates, address Greenway hazards and continue plantings and signage planning; monument signage for the Commons was noted as a next-year budget item.
