Collegedale commission rezones city park parcel to Mixed-Use Town Center in 3-2 vote

The Collegedale City Commission approved Ordinance 11-55 on first reading to rezone a 0.55-acre parcel at 5070 Oodowa Ringle Road from agriculture to Mixed-Use Town Center (MUTC). The motion passed on a 3-2 roll call.

Staff told the commission the parcel is currently the site of the city’s Parks and Recreation building and that the rezone was identified when the city sought a permit for a wall sign, which the agriculture zone does not allow. Staff recommended MUTC to match adjoining zoning to the south and west and to reflect the property’s existing use.

Commissioners pressed staff on details about the sign and budget. A staff member said the planned sign is a wall sign; the commission confirmed the city is not considering a monument sign at this time and that a larger, higher-cost sign would be budgeted in a future year. The rezone is described by staff as largely a housekeeping measure to bring zoning into alignment with current use and adjacent parcels.

On present land use and surroundings, staff described the site as adjacent to Udawah Middle School to the north, Collegedale Greenway to the east and south, and a multifamily residential development to the west. Staff said the parcel currently meets the setbacks for MUTC.

Ordinance 11-55 passed on a roll call with Commissioner Baker, Commissioner House and Commissioner Johnson voting yes; Vice Mayor Sadler and Mayor Lloyd voting no.

The decision was first read during the council’s new-business agenda; the commission did not identify additional conditions attached to the approval. The commission did not set a new effective date as part of the discussion.
