Tallahassee — The Tallahassee City Commission approved several naming and honorary‑designation items Wednesday, recognizing local leaders and community figures.
The commission approved renaming a segment of Osceola Street to Rudy Hubbard Way, honoring former Florida A&M University football coach Rudy Hubbard. The item drew multiple supporters at the podium, including former players and community members who credited Hubbard’s leadership and community service. The motion passed unanimously.
The commission also approved renaming Okaloosa Street to Doctor Carolyn Rawls Way (effective March 3, 2025) to honor Dr. Carolyn Rawls’s local work as an educator and volunteer. Staff told commissioners the renaming affects 30 properties and that growth management and addressing requirements had been completed. After the vote, commissioners requested the file be adjusted from “Lane” to “Way”; the commission reconvened and unanimously approved the change to Doctor Carolyn Rawls Way.
Separately, the commission approved an honorary designation for Campbell Street to recognize Lillian Spencer — a longtime educator, athletic director and national tennis champion in the American Tennis Association — with a memorial sign; staff said the honorary designation will not change mailing addresses and that signs will be produced with a dedication effective March 3, 2025. Several speakers described Spencer’s academic and athletic achievements and nonprofit partners said they had worked to mark her previously unmarked grave.
All three naming items carried unanimous votes. Staff said they will notify affected property owners where appropriate, and production of street signs and codification will follow the commission’s action.
