Committee advances multiple contracts and appropriations for pavement, landscaping and mowing; recommends awards to PT Farrell and City Escape

At its March 4 meeting the Tinley Park Committee of the Whole voted to forward multiple procurement and appropriation items to the Village Board, recommending awards and appropriations for pavement management, landscaping, and mowing contracts.

Key actions advanced by the committee (motions carried on roll calls recorded in committee):

- Motor Fuel Tax appropriation for the FY2026 pavement management program (agenda item 7): staff requested that the village authorize appropriation of motor fuel tax funds totaling $2,510,000 (dollar amounts presented as $2,500,000 and $10,000 in the packet) to be used with local funds for pavement management. Trustee Brady moved to forward; the motion carried on roll call.

- Contract award recommendation to PT Farrell (agenda item 8): staff reported eight bidders and recommended awarding the 2025 pavement management contract, low bid with options, to P.T. Farrell Construction Company at $3,799,944.03 for approximately eight miles of pavement resurfacing; the committee voted to forward the contract award to the Village Board.

- Change order #2 to the 2024 Pavement Management Program (agenda item 9): staff requested adding a section of 80 Eighth Avenue (179 to 180 Third Street) under a change order; staff said the addition keeps the overall program under last year’s budget. The committee voted to forward the change order to the Village Board.

- Contract awards to City Escape Garden and Design LLC (agenda items 10–12): three separate RFP-based contracts were recommended for award to City Escape: (1) landscape and bed maintenance, 5.6 acres, year 1 contract amount $168,396; (2) lawn maintenance/mowing for approximately 234 acres, three-year contract, year-one amount $274,239.36; and (3) landscape planters and beautification, year-one amount $194,994. Staff said City Escape received higher scores for experience and pricing in the evaluation; one bidder (Berry Landscaping) was disqualified for a math error on the mowing subtotal. The committee voted to forward those awards.

Staff answered committee questions about subcontracting and contract controls: PT Farrell will self-perform its concrete work, staff tightened bid package language requiring subcontractor listing at time of bidding, and the village holds retainage for performance. Trustees also noted insurance and additional-insured language are important controls when subcontracting occurs.

All the above motions were forwarded to the Village Board for final action; the committee votes were recorded by roll call and the motions carried.
