Village receives IEPA/NPDES update on stormwater program; consultant outlines six program components

Dana West of Robinson Engineering gave a brief mandatory update on the village’s Municipal Separate Storm Sewer System (MS4) program and National Pollutant Discharge Elimination System (NPDES) permit requirements at the Committee of the Whole meeting on March 4.
West said municipalities must submit a notice of intent outlining how they will implement the permit over the next five years and must prepare annual facility inspection documentation for the Illinois Environmental Protection Agency. She listed six required program categories: public education and outreach; public participation and involvement; illicit discharge detection and elimination; construction site runoff control; post-construction runoff control; and pollution prevention and good housekeeping.
When asked how the village responds if an illicit discharge or pollutant is detected, West said staff typically first try to remove or remediate problems through cooperation with property owners and contractors; if those efforts fail or if the Illinois EPA becomes involved, municipalities escalate enforcement actions and documentation. She added that the IEPA audits municipal programs from time to time.
West said the Metropolitan Water Reclamation District (MWRD) manages separate work on flood control and some treatment functions, but villages remain responsible for MS4/NPDES compliance within their municipal boundaries. She also noted counties and townships may have their own NPDES obligations.
Trustee Shaw and other committee members asked questions about jurisdiction, reporting, and coordination; West said Robinson Engineering assists village staff with report preparation and keeping the program current.
