Council approves airport engineering and federal grants, adopts ordinances and clears municipal debts

The City Council approved HDR task order No. 2 for engineering services on an airport apron rehabilitation project and authorized two federal grant requests to fund the work, council members said at a regular meeting (date not specified).
The HDR task order covers engineering and construction administration for apron rehabilitation; the council also approved a Bipartisan Infrastructure Law (BIL) grant request and an Airport Improvement Program (AIP) grant request to help fund the project. Council members said the city’s share of the project will be small — the council’s presentation said the city is liable for roughly 2.5 percent of the total cost and that the FAA will cover most of the work.
Council members also adopted two ordinances on third reading — identified in the meeting as ordinance number 7 20 24 and ordinance number 1 20 25 — and approved a final plat described in the meeting as “Phase 1 of First Development Park Lot 5,” which staff said is associated with ordinance number 1 in 2025.
On municipal finance matters, the council approved a certificate of uncollectible debt from municipal court listing accounts more than 10 years old. The amount reported in the meeting was $23,865.62; staff attributed the write-offs to statute-of-limitations issues, deaths and bankruptcy filings. The council moved to approve the certificate of uncollectible debt and the motion carried.
The council also authorized payment of bills in the amount of $725,362.35. The mayor said he would abstain from voting on item number 36, described in the meeting as a power-to-review item; the remainder of the bills were approved by voice vote.
In licensing business, the council granted a retail liquor license to Jose Jose Incorporated. Jose Garcia Junior, who introduced himself as the applicant and said he has taken over Rogers Meat and plans to operate a restaurant, addressed the council during the license hearing. Hillside (an existing license holder) emailed earlier in the day to withdraw their license and told the council it supported the restaurant’s application, the meeting record shows. The council voted to award the license and the motion carried.
Other routine items approved in consent or by motion included minutes from the Feb. 3 meeting and several administrative authorizations. The meeting adjourned after the council completed the agenda.
