Council authorizes $361,190 in MassDOT aeronautic grant assurances for airport administration building engineering

The Lawrence City Council on March 4 authorized acceptance and expenditure of $361,190 in grant funds from the Massachusetts Department of Transportation (MassDOT) Aeronautics Division to finance engineering work for a replacement administration building at Lawrence Municipal Airport.
Francisco Urena, airport manager, told the council the $361,190 represents the state share for the engineering phase. He said the state intends to fund the project in phases — engineering, design, and construction — and the overall project cost is currently projected at $7.5 million. Urena said the state has funds dedicated and that the grant represents roughly a 95% state share for this engineering phase.
Councilors asked whether future phases could be jeopardized by shifting budgets; Urena said the state has already set aside budgeted money for subsequent phases and that the project has been in planning for about 20 years. He also explained that the grant pays for engineering tasks such as borings and the owner’s project manager, which are required on public projects over $1 million.
The council recorded a favorable committee recommendation and approved the grant assurances by voice vote. City staff said additional grant phases (design and construction) will be brought to the council later for approval.
