Boyd Gaming’s Norfolk general manager outlines hiring, transit and construction plans

Ron Bailey, newly introduced as the vice president and general manager for Boyd Gaming’s Norfolk project, told council he will move to Norfolk and oversee both a temporary transitional casino opening later this year and a permanent facility expected in late 2027.
Bailey said the transitional facility will be roughly 7,000 square feet over two levels with about 3,500 square feet of gaming space, a lottery area and team‑member break space. He said Boyd Gaming intends to hire more than 800 team members for the project and will prioritize candidates from the Hampton Roads area, including outreach to universities such as Old Dominion.
Bailey described ongoing construction work, pile testing and seawall work requested by the Army Corps of Engineers. He said Boyd has contracted a minority firm for shuttle service to serve Amtrak customers and that the company is coordinating with The Tide light rail and local transit partners to provide seamless access for patrons.
Bailey and Boyd senior staff in attendance said they will provide regular construction updates and more detail on hiring plans. Council members asked about expected revenue for the city; Bailey did not provide a fiscal projection at the work session.
