Council approves $1.8M from building fund to finish Building E; utilities to repay share

The City Council approved a staff plan to reconcile funding and finish Building E, the new city facility adjacent to City Hall that will house building and utilities functions and include hardened space for emergency operations.

Staff told council that 50 percent of the facility will be treated as a general‑fund cost, about 27 percent is attributable to building operations and about 23 percent to utilities. Utilities will pay for its furniture, fixtures and equipment and will amortize its share back to the building fund per an agreed schedule.
Design and operational details: Interim City Manager Scott Morgan and Deputy City Manager Juliet Musconi briefed council that the city will not finish a full office build-out of the third floor now; the shell is being completed and required mechanical and electrical cores are being stubbed for a future fit‑out. The building was also modified during construction to serve as a 96‑hour emergency operations facility, which required upsizing the generator and hardening exterior systems, Musconi said.
Staff accounting: Musconi told council staff had reviewed room‑by‑room usage and proposed the allocation split to reflect how departments will use the space. The approved funds cover construction reconciliation, furniture, fixtures and equipment, IT hardware, access control systems and repaving/parking work disturbed during construction.
Vote and next steps: Council adopted the funding reconciliation unanimously. Staff will proceed with vendor purchases and finalize the third-floor shell for future build-out; utilities’ amortization schedule and accounting details will be incorporated into Finance’s reporting and the project closeout process.
