The Palm Bay Municipal Foundation withdrew a proposed $1,000 donation to an organization assisting a 15-year-old resident affected by a house fire and agreed to bring the matter back after the city's investigation concludes.
"I would like to make the motion to give $1,000 to the organization that is handling Matthew's expenses," Mr. Hammer said when presenting the item. Members raised procedural and investigatory concerns before taking action.
Councilman Johnson asked whether the fire investigation had been completed. "Has the investigation been finalized regarding this matter with the fire?" he asked. Legal counsel advised that the foundation's articles of incorporation and bylaws give the board flexibility and that the restrictions applying to the now-dissolved DRC did not apply to the Palm Bay Municipal Foundation in the same way. Counsel said staff could act consistent with the bylaws after the investigation if that matched the board’s intent.
Board members agreed to withdraw the resolution and revisit the item at a future foundation meeting once the investigation is complete. A motion to withdraw Resolution 2025-02 passed 5-0.
The resolution caption (read into the record) stated the measure would "provide assistance to a juvenile resident recently affected by a family tragedy" and authorizes assistance consistent with the foundation's governing documents. The board did not approve disbursement of funds during the meeting; instead it removed the item from consideration pending the outcome of the investigation.
