South Brevard Women's Center rehab bid lowest bidder identified; project awaiting council contingency approval

City staff told the Community Development Advisory Board that the South Brevard Women's Center rehabilitation project went to bid and received five proposals on Feb. 4; the lowest bidder was Harlan Property Development.
Staff said the lowest bid was close to the project's award amount and left little contingency for unforeseen rehabilitation complications. Because the work is a complicated rehab, staff said it will seek additional contingency funding from city council before contracting the work so the contractor can address issues that commonly arise during rehabilitation.
The staff report noted the work will proceed under SHIP funds once council authorizes the additional contingency. "The bid amount is so close to what they were awarded, they don't have very much money for contingency," staff said in the meeting.
The board was informed that the city would return to council to request contingency dollars and then proceed with the four units funded under the current award; additional units would be handled through a subsequent request or proposal.
The board thanked the Women's Center representatives for attending the meeting and acknowledged that the city will need a council action before the contractor can start on site.
