Brandon Mills presented preliminary plans to the Grandview Community Council for a six-unit townhome development on a narrow parcel at the north end of Independence Avenue, adjacent to I‑15.
Mills said each townhome would have three bedrooms, two-and-a-half baths and an average of about 1,650 square feet of living space; the design includes two-car garages plus private driveways to provide 24 parking spaces (four per unit). He said the units are two stories above a garage level stepped into the slope, with a shared central driveway and independent homeowners association for the new development.
Council members asked whether the city would pay to extend Independence Avenue; Mills said street extension and on-site improvements (curb, gutter, sidewalk, utilities, storm and sewer work) would be the developer’s responsibility. Attendees also asked about distance to the freeway and sound mitigation; Mills said building design (enhanced windows and insulation) could be used for noise reduction but that a short, standalone sound wall is typically ineffective and there were no UDOT sound-wall commitments noted.
Mills said the parcel is currently zoned Manufacturing Park and that the developer seeks low-density residential zoning to allow the townhomes; the proposal remains in the city review process and no approvals were recorded at the meeting.
