Summary
At a Feb. 12 special magistrate hearing the City of Palm Bay granted extensions for several property owners, set compliance deadlines with per-day fines, issued set fines for vacant or unsecured properties and authorized the city to take corrective action on cases that remain out of compliance.
The City of Palm Bay Code Enforcement Special Magistrate on Feb. 12 heard a docket of building-permit and property-maintenance cases and issued a series of orders: magistrate-set compliance dates and per-day fines for ongoing violations, set fines for certain unsafe or vacant properties and authorization for the city to pursue corrective action where properties do not comply.
Major actions taken included deadlines and fines for multiple properties. The magistrate set compliance dates (mostly in March–May 2025) and imposed a $50-per-day fine for continued violations in most daily-fine cases; for several vacant or hazardous properties the magistrate set a flat fine of $200 if compliance is not achieved by the deadline and authorized the city to undertake corrective work and charge the property owner for costs.
City staff described a range of violations during the hearing — unsecured pools, structures used as living quarters without permits, accumulated trash and debris, fences and unauthorized remodels without building permits. The magistrate routinely granted short extensions where staff had no objection and scheduled follow-up compliance dates. Several items were placed on consent and found in violation based on file evidence; those respondents were given standard compliance deadlines and fines.

Consent and set-fine dockets The magistrate found multiple respondents in violation on consent for per-day fines (deadline Feb. 27, 2025; $50 per day thereafter) and for set-fine dockets (deadline Feb. 22, 2025; $200 set fine if not compliant). A list of case numbers was read into the record; the magistrate entered findings and authorized the city to act on properties that remain noncompliant.
Voluntary compliance and extensions Several respondents reported voluntary compliance or progress (cases listed on the record) and the magistrate granted short extensions where appropriate. City staff told the magistrate they had no objections to most extension requests during the hearing.
What happens next The city will monitor compliance dates, impose fines where violations continue after deadlines and may perform corrective action (e.g., demolition, trash removal, pool-securement) and bill property owners for the cost. Owners who said they were pursuing permits were reminded that zoning and building reviews, impact fees and engineer documentation can add time and expense.
