The board discussed using Sebastian’s compact matrix approach to package the action plan into an easy‑to‑track one‑year implementation sheet and a longer five‑to‑seven year umbrella plan, which members said would help defend the board’s recommendations to Council without introducing unfamiliar or contentious targets.
Members noted the council item is a first reading and that they may ask staff to communicate the board’s approach and timeline to Councilmembers; they also discussed the option of providing brief remarks at Council when the item is heard.
