The record showed one participant of record; the person who had signed up to speak was not present at the hearing.
After brief staff presentation and no substantive board questions, a commissioner moved to approve the rezoning and another seconded. The motion carried and staff noted conditions from the hearing examiner's report will guide site design and mitigation.
Next steps include development‑order review, site engineering and any required permits before construction can proceed.
