Kirch said Moss’s “legal advice and legal guidance is instrumental to my decision making and to the ultimate city, the success of the city,” and the deputy mayor concluded by saying he “can't find really anything wrong with your performance, so I'm gonna give you an A plus.” Other commissioners echoed those remarks, highlighting Moss’s accessibility and the transition after the previous city attorney left.
Commissioner Joseph A. Scudo noted the city attorney’s role across a wide range of municipal matters — from negotiating development agreements and arena/parking projects to reviewing collective bargaining and utility issues — and praised Moss for building an effective legal team. Commissioners observed the department has expanded and emphasized the need to promptly backfill staff who retire.
Deputy Mayor Kirch moved, and Commissioner Scudo seconded, a motion to apply a 2.5% adjustment consistent with past practice for charter officers. The motion carried on a recorded vote, 5–0. Staff were directed to process the compensation adjustment through Human Resources and Finance.
