Commission appoints replacement to Police Retirement Plan Board after debate over late addendum

On Feb. 25, 2025, the City Commission of Sunrise voted 5–0 to remove one member of the Police Retirement Plan Board and appoint a replacement after staff said an existing member had resigned.
The item was introduced by the city manager as an addendum. Commissioner Joseph A. Scudo made the motion to approve the replacement and Commissioner Latoya S. Clark seconded it. Several commissioners criticized the timing of the item: Deputy Mayor Neil C. Kirch said he did not like “the idea of something being put on last minute and not being transparent” and said he might vote no on items placed as non-emergency last-minute addenda; other commissioners echoed the call for avoiding late postings when not needed.
City Manager Mark Lebowski apologized for the timing and told the commission he had been aware of the potential resignation before leaving on vacation but had not identified a replacement until he returned. Lebowski said the change had to be made before the next commission meeting because the board had a meeting scheduled prior to that session. Based on that timing, commissioners agreed to vote on the appointment that evening to ensure the board would be fully constituted for its upcoming meeting.
Commissioner Scudo welcomed the new appointee, who was addressed during the meeting as Emily. Commissioners described the Police Retirement Plan Board as a five-member body; city appointees discussed included “Miss Smith” and a possible appointee Alfredo (Montero spelled in transcript), with one seat remaining to be determined.
The motion passed on a recorded roll call: Mayor Michael J. Ryan, Deputy Mayor Neil C. Kirch, Assistant Deputy Mayor Jacqueline A. Guzman, Commissioner Latoya S. Clark and Commissioner Joseph A. Scudo voted yes. Commissioners asked staff to pursue fuller transparency in the future and to work toward filling the board’s remaining vacancy by mutual agreement where possible. The appointment is effective immediately; staff were directed to notify the board and the appointee.
