She said local education agencies must submit comprehensive induction plans by July 1, 2027, including evaluation protocols, and that MSDE will begin statewide data collection on implementation on July 1, 2029 and every three years thereafter.
Committee members questioned the practical effect of the 180‑minute mentoring recommendation and the "to the extent practicable" language. Dr. Lewis asked whether an LEA could claim it was not practicable and provide little or no mentoring; committee members discussed adding compliance language requiring LEAs that do not meet the 180‑minute benchmark to report and explain why.
Motion and votes: Committee member Mr. Paul moved to require MSDE to modify the proposed regulations' reporting section so that an LEA must report why it has not provided 180 minutes of mentoring per month when the LEA does not meet that benchmark. The motion was seconded and approved by the committee. The committee then voted to recommend permission to publish the regulations with that modification; that motion also passed by unanimous voice vote of members present.
