Staff said the current survey ordinance dates to February 2008 and that updates reflect changes in technology and recurring problems the county has seen — for example, out-of-county surveyors putting incorrect certificates on plats and survey plans that are difficult to scan. The draft adds clearer lists of certificates required for different survey types, a requirement to include the surveyor’s name, the certification date and project number in the legal description caption (a state requirement enacted in 2018), and minimum text size and scan quality for recorded surveys.
The proposed amendment also includes a modest fee increase for county survey review and a $10-per-lot surcharge for subdivisions; staff said the auditor's office recommended the change after spending substantial time correcting a large subdivision survey. The commission did not vote on the ordinance at the first reading; staff said the draft will return for a second reading next month and, if adopted, will be forwarded to the county commissioners for final action.
