Commissioners and staff said they need engineered detention/retention plans for the site — including coordination with a proposed larger retention pond on adjacent acreage — before moving forward.
County staff explained the applicant showed an initial plan for a six‑lot phase 1 served by a new 50‑foot right-of-way, with a larger detention pond proposed for the lower portion of the combined parcels. The commission record shows the applicant has discussed phasing the development: an initial set of roughly six lots while engineering determines how much detention is required for the full project.
Neighbors and commissioners repeatedly raised concerns about runoff and the need to size the retention pond to control stormwater for both phases. Commissioners discussed the option of consolidating two related petitions under a single project number so that detention design could account for the full drainage area; staff suggested the commission could waive a second filing fee if the proposals are merged and advertised properly.
A motion to table carried by voice vote. The commission directed staff and the applicant to provide engineered detention and site plans and to coordinate any required town-level approvals; the petition will return after those materials are submitted.
