Public commenter urges lagoon shell restoration; board points to ORCA partnership and permitting

During public input at the March 4 City of Sebastian Natural Resources Board meeting, resident Brent Wallenberg urged the board to pursue lagoon restoration work that he said would restore shell material and improve water clarity and fisheries. Wallenberg described observed ecological benefits from shell presence and suggested directing funding to local fishermen who rely on the lagoon.
Board members and staff suggested that Wallenberg consult the local nonprofit ORCA, which the board’s materials identify as an organization active in shoreline and lagoon restoration. Staff noted that ORCA has performed restoration work and that obtaining a permit would be a necessary early step for any shell-placement project.
Wallenberg described chemical and ecological observations from shoreline areas and said that restoring shell substrate would improve water quality and juvenile fish survival; those comments were presented as public opinion and not as a staff recommendation or board action. The board did not take action on the suggestion during the meeting. Staff encouraged the speaker to coordinate with ORCA and to pursue permitting with the city where required.
