Traffic commission narrows priorities: truck limits and complete-streets approach rise to top

At a regularly scheduled meeting, members of the Morgantown Traffic Commission revisited priorities developed at an earlier workshop and reached a nonbinding consensus on how to rank them.
Commissioners agreed to keep “limit through traffic” (truck traffic) as a top priority and to combine “multimodal transportation” with an emphasis on “complete streets” into a single high-priority objective. Members moved support for emerging transportation technologies — including electric vehicles — and a citywide wayfinding-signage effort into a secondary tier. Several commissioners emphasized feasibility, noting that the city does not control some gateway corridors that are state routes and that many projects will require DOH or regional coordination.
The commission discussed the 2007 city Complete Streets resolution and whether the commission should pursue an update or a stronger, binding policy. Staff noted the city’s 2007 resolution is nonbinding and that Smart Growth America provides model language and implementation frameworks for measuring Complete Streets progress. One commissioner said requiring an annual reporting mechanism or asking consultants to default to a Complete Streets lens would change how projects are prioritized.
Members discussed accountability tools (audits, project checklists and reporting) and said the commission could document contacts, outreach and steps taken under each priority. The group did not take a formal vote; the record shows a consensus to reclassify the priorities as described and to return with revised language and a project list at a future meeting.
