Board presses contractor to finish P3 bridge work; staff authorized to respond to Krieger counsel

Greg (staff member) provided an update on Bridge 124: "A letter of substantial completion was sent on January 3. The bridge was opened shortly thereafter... There were 14 items on the list, and now there's 13 items on the list for Bridge 124." He said several remaining items are weather dependent — paint lines, seal the deck and install a construction joint — while other items, such as riprap and stonework, could be completed in current conditions.
On Bridal 101 Greg said paving is scheduled for April 21, noting temperature minimums for asphalt: "Krieger got their extension on their right away agreement with Norfolk Southern until the April. And the flaggers sent an email saying that they are available on April 21, and that's the date set to do the paving." He described remaining tasks for 101 as paving, riprap placement and guide rail installation.
Board members voiced frustration over long delays at Bridal Bridge 41. One board member said the project had been ongoing "for the entirety of its length" and suggested contracting another firm if work does not resume soon. Several speakers questioned the repeated assertion that items would be completed "when the weather gets warmer," seeking clarification about specific temperature thresholds and timelines. Greg replied that weather guidance is typically "35 degrees and rising, for the day."
After a brief executive session the board returned and Joanne (staff member) reported: "Okay. So, we reviewed, the response from, Krieger's counsel to the letter of default that was sent to Krieger regarding the P 3 Bridge project. They responded on 02/27/2025. I'm authorized to, respond to it with what our next plan is regarding, completion of these bridges and their compliance with it."
