Hamilton County Commission approves series of routine resolutions including school design contract and sheriff retention bonuses

The Hamilton County Commission on a March 2025 meeting day approved a slate of routine resolutions, including confirmation of appointments to the Chattanooga-Hamilton County Air Pollution Control Board, a $2,887,500 design contract for a new North River Elementary School, a $28,800 amendment to fund sheriff retention bonuses, and the assignment of a former Highway 58 EMS station to the county's Special Tactics and Rescue Services program.

The measures together address personnel appointments, public-safety equipment and facilities, and the early design phase of a major school construction project. Most items drew little debate and passed on unanimous roll-call votes during the meeting chaired by Chairman Ebersole.

The commission first approved certification of notaries and related oaths (Resolution 3-25-1). It then confirmed three appointments to the Chattanooga-Hamilton County Air Pollution Control Board (Resolutions 3-25-2 and 3-25-3). Commissioners noted no public discussion on those items and approved them by roll call.

On fiscal matters, the commission approved Resolution 3-25-7, amending the county's fiscal-year 2025 general fund budget for the sheriff's office by $28,800 to accept funding from the Tennessee Peace Officer Standards and Training Commission. The funds are designated to pay $800 retention bonuses to 36 eligible sheriff's office employees. The motion was made by Commissioner Graham and seconded by Commissioner Shipley and passed on roll call.

The commission also approved a purchase from Patterson Pope Incorporated through the Sourcewell Purchasing Cooperative for property-and-evidence storage solutions for the sheriff's office totaling $124,884.89 (Resolution 3-25-8). Commissioner Hilton moved the item and Commissioner Highlander seconded; the commission approved it on a roll-call vote.

On education infrastructure, the commission authorized the county mayor to enter a design contract with Franklin Associates Architects Inc. for the new North River Elementary School, not to exceed $2,887,500 (Resolution 3-25-9). Commissioner Hilton moved the contract approval and Commissioner Baker seconded. During brief discussion, Commissioner Mackey asked about the school's design capacity; staff said the contract documentation anticipates a population “somewhere between 800 and 1,000” students and that exact capacity will be settled during the design phase.

The commission assigned usage and operation of the former Highway 58 EMS station, at 5406 Highway 58, to Hamilton County Special Tactics and Rescue Services (Resolution 3-25-10). The motion was made by Commissioner Highlander and seconded by Commissioner Hilton and carried on roll call.

Two resolutions (3-25-4 and 3-25-5) were pulled from the agenda at the start of the resolutions portion and were not considered.

Public comment during the meeting included two speakers. Jack Kruse, a Signal Mountain resident and developer, invited commissioners and staff to view a working drip dispersal (pocket sewer) system operated by WWTA as an alternative to septic systems. Terry Yoder asked the commission to include district information on printed agenda materials to help residents understand which items affect their districts.
