GPA approves transfer of Dixie Cup parcels to Skyline for public promenade

The Northampton County General Purpose Authority on March 4 approved Resolution 2025-01 to transfer parcels associated with the Dixie Cup property to Skyline to allow project completion.

Joanne (staff member) described the action as the second step following an earlier resolution accepting the property: "Now this is the second part of it to turn the property over to skyline so that the project can be completed and this is the resolution for you to do that." She said the parcels being transferred are the same ones the Authority previously accepted.

Mr. Barty (Skyline representative) told the Authority the developer will place the original Dixie Cup from the top of the building in a public location and engage designer Bruce Rosenbaum to renovate the Dixie Cup Promenade: "So we are, taking that parcel and we are taking the original Dixie Cup from the top of the building and we're placing it there so that the public can interact with it. We're having Bruce Rosenbaum from the Netflix series, Amazing Interiors, to redesign the whole Dixie Cup Promenade and really turn it into a fabulous amenity, for the for the public."

Joanne confirmed the transfer will remove ownership and responsibility from the Authority and that transfer costs would be assumed by the developer: "That's correct. And also any other costs for the for that transfer to be assumed by the developer. You'll notice that that's 1 of the sub paragraphs." A motion to approve Resolution 2025-01 passed by voice vote; the transcript records the motion and a second and multiple "Aye" responses and the chair noting, "Opposed? Motion carries." The transcript does not record a roll-call tally.

The Authority moved next to bridge project updates after approving the resolution.
