Committee backs raising allowable primary raffle prize to $15,000 for public-spirited organizations

House Bill 1192, introduced by Representative Kathy Fralick (District 15), won a due-pass recommendation from the Senate Judiciary Committee after the sponsor said the change responds to inflation and local fundraising needs.
"The primary prize limit is raised from 8,000 to 15,000, and the total prize limit is raised from 40,000 to 50,000," Representative Fralick said, explaining the bill applies to organizations recognized as public-spirited and is intended to help small rural communities maintain effective fundraising raffles.
Fralick said the change was requested by constituents who use raffles to support local services such as volunteer fire districts and community clubs; she cited Minnewauken, a town of about 200 people, as an example of a locality where larger prize limits would make a practical difference. There was no testimony in opposition during the committee hearing, and witnesses who submitted written comments supported the measure.
Senator Brownberger moved a due-pass recommendation; the motion was seconded and carried. Recorded aye votes included Senators Cory, Myrtle, Castaneda, Brownberger, Luke, Paulson and Chair Larson. Senator Brownberger agreed to carry the bill.
The committee closed the hearing after brief discussion and no requests for amendments.
