City staff told the council the original county ask had been $15 million; the city’s current offer to the county is $10 million spread over two years, but the county commission has not yet settled on an amount. Staff said the county met in executive session and that the city had exchanged information with Jay Ross and county finance staff; the county commission had not placed the intergovernmental agreement on its agenda at the time of the pre‑meeting.
Staff said the city is proceeding to the bond market and wants the intergovernmental paperwork ready so it can insert whatever county contribution the county ultimately agrees to. Council members expressed concern about moving forward without a confirmed county number; staff described the item as a first read and said they would update the agreement once the county determines its contribution.
No final vote was recorded during the pre‑meeting. Councilors asked staff to continue negotiations with the county and return the intergovernmental agreement for formal consideration once the county’s contribution is known.
