Utility relocation work for the intersection of 106th Street North and 129th East Avenue is ongoing; Stevens said ONG (gas) and AEP (electric) are completing relocations and Cox and AT&T follow. He estimated utilities will be relocated by June with construction likely later in summer and a six-month construction window once work begins.
On the Ranch Creek interceptor, Stevens said the project is about 85% complete and scheduled to finish this month, and he provided progress details on other rehabilitation projects. The 22 rehabilitation project was delayed by weather and is now expected to resume around April 1. Stevens also gave an update that the public works facility administration building recently had concrete poured and that vertical construction is beginning, and he said the overall facility completion is now estimated in March 2026.
Stevens said survey and geotechnical work recently started on several corridor projects and that engineering is evaluating a possible roundabout at the intersection of 96th (transcript: “90 Sixth Street”) and Mingo Road. “I think that'll be the first one that we would build in the city of Owasso,” he said, adding the roundabout fits within right-of-way constraints despite nearby development and the golf course on one corner.
Stevens also said the Oklahoma Department of Transportation (ODOT) rescheduled the bid opening for US-169 widening from 66th to 86th Street to June, with construction now slated to begin in September and take about 12 months to complete. He noted coordination with Tulsa County on crossing work along Mingo Road and said timing depends on weather and other contractors’ schedules.
Councilors asked clarifying questions about signal timing, flashing yellow left-turn treatments, and sequencing of county projects and overlays. Stevens said the city had a recent timing study planned and would evaluate double flashing-yellow left-turn displays with a traffic-signal engineer before making changes.
