Altus accepts FY2024 audit, awards landfill and procurement contracts, reappoints board members and approves city manager contract

Altus Municipal Authority trustees and Altus City Council members voted to accept the city’s fiscal year 2024 audit, award several landfill and procurement contracts, confirm mayoral appointments and approve a city manager contract following an executive session.

The audit was presented by Hannah (audit presenter), who summarized the report’s management discussion and analysis and highlighted year-over-year changes. Hannah told the board the city had a positive net position “of about a hundred 56,000,000,” noting capital assets made up a large portion of that total and that governmental fund balances increased to about $22,600,000. The auditor said revenues rose about 5% while expenses rose about 3%, and that business-type activities (the municipal authority) produced operating cash flow of about $9,200,000 and ended the year with cash of about $11,600,000.

The audit team reported no findings in the single audit regarding improper use of federal funds but noted one procedural finding: the audit was not filed with the state before the December 31 deadline. Hannah also noted the audit includes disclosures about pension assumptions, long-term liabilities and a landfill-closure liability. Trustee comments praised Jan and the city’s finance staff for facilitating the audit.

On formal motions, the authority and council approved the FY2024 audit by roll-call vote (recorded yes votes include Feiler, Rester, Jinx, Womack, Fuchee, Brady Lee, George, Nelson and Garrison). The motion passed.

On contracting matters, the Altus Municipal Authority voted to award a contract to Tri Court Group LLC of Oklahoma to construct a construction-and-demolition (C&D) sale area at the Altus Municipal Landfill for $536,425.50 and authorized the mayor to sign the contract. The motion passed by roll call with affirmative votes recorded for the assembled trustees/members.

The authority also accepted proposals from Carroll Corporation of Keller, Texas to install new monitoring wells and perform liner testing for the C&D cell construction at the Altus Municipal Landfill. The transcript lists a combined fee of $225,445,445 for those proposals; the council/authority approved the proposals by roll-call vote. The council rescinded an earlier award to Border States of Ardmore, Oklahoma for seven pad-mount transformers (previously cited at $74,871.16) and re-awarded the purchase to Tech Line of Shawnee, Oklahoma for $104,949.46. That motion passed on voice/roll call.

On appointments, the council approved the mayor’s slate of appointments and reappointments including: Sally Mains and Kirk Craddock to the Altus Recreation Advisory Committee; Michael Hurd (reappointment) to the Planning Commission; Mark Nichols to the Altus Metro Area Planning Commission; Terry Mosley to the Altus Redevelopment Trust Authority; and Roe Warvis (reappointment) to the mayor’s board. The consent-agenda motion carried by roll call.

The council held an executive session under 25 Oklahoma Statute 307(B)(1) to discuss the city manager’s contract. After returning to open session, a motion to approve "Jerry Jones's 25.6 fiscal year contract" carried on a roll-call vote. The meeting adjourned after routine trustee and council remarks praising staff and noting ongoing public-works projects. Several council members and trustees thanked staff for the audit and for visible infrastructure work around the city.
