The West Bend Plan Commission on March 4 approved a site plan for a 7 Brew Coffee Shop at a vacant parcel south of 1606 and 1608 South Main Street, with staff recommending conditional approval pending minor revisions to landscaping and verification of stormwater compliance.
"This is for 7 Brew Coffee Shop. ... The site plan, everything meets the requirements for the B-two zoning. Storm water management's been approved and we'll need to have an amendment approved for this, verifying that it complies with the storm water approval for that," said staff member Jim during the commission presentation. He told commissioners the site was designed to drain north and east and then discharge into the city storm-sewer system.
Jim said access will be from Main Street and that the applicant requested an exception for an oversized driveway; engineering reviewed that request as part of an approved traffic impact analysis and did not object to the oversized driveway. He also said the plan provides 34 standard and two barrier-free parking stalls and that drive-through stacking meets requirements. Staff asked for revisions to add landscaped islands in striped areas and changes to the landscaping plan; staff said it would work with the developer to finalize those items.
When Commissioner Mike Westin asked whether an area shown as white space north of the parking stalls would be green space, Jim said, "Yes, that was actually pavement at 1 time and they're going to be removing that and changing it over to green space." The architectural elevations show a metal canopy over the cooler and the drive-through lane and signage on multiple sides of the building consistent with design standards, Jim added.
A motion to approve the site plan, subject to the listed conditions in the staff packet, was made and seconded and carried after commissioners voted "Aye." The transcript does not provide a roll-call tally or individual recorded votes.
The commission chair closed the item and noted the meeting would adjourn after remaining business.
