Senator Hensley said the review responds to longstanding concerns about the administrative burden on principals and the reliance on single-day test metrics in some evaluation formulas.
An amendment (no. 3650) removed the bill’s fiscal note language by eliminating reimbursements for an advisory committee; the sponsor said the committee would operate without per-member reimbursement. Senator Crow and other members expressed support for a careful review and noted concerns that current evaluation practices can hinge on single TCAP test scores.
The committee adopted the amendment and reported the bill to the Senate calendar. The Department of Education told the committee it had not evaluated every citation but was prepared to assist with a landscape study; it did not take an official position on the policy.
