Utah House approves $1.96 billion FY 2026 supplemental appropriation bill

The Utah House on March 4, 2025 passed Senate Bill 2, the new fiscal year supplemental appropriation act, by a vote of 70-0. Representative Val Peterson, the House sponsor, told the chamber the bill funds items for fiscal year 2026 and incorporates several prior fiscal bills.
"This bill appropriates $1,960,000,000, including $103,000,000 from the General Fund and income tax funds for FY 2026," Representative Val Peterson said on the House floor. He also described a $5,000,000 transfer from the general fund and income tax fund into other funds.
The bill packages appropriations for operating budgets, capital projects and expendable funds and covers items that had fiscal notes in earlier bills the Legislature has approved. Peterson told members the supplemental creates funding capacity for FY 2026 and includes earlier actions approved by the Legislature.
Floor time on the bill was brief; Representative Peterson waived a longer summation and members moved to a recorded vote. The bill passed unanimously among present members and will be sent to the Senate for further consideration and signature steps.
The sponsor and members noted the bill addresses multiple budget lines, and members were directed to the bill's fiscal addendum (referred to on the floor as the described "lilac funding" schedule) for details on each appropriation. No individual line-item debate was taken on the House floor during the final passage vote.
Next steps: SB 2 will be signed by the Speaker and transmitted to the Senate for the President's signature and administrative processing for FY 2026 appropriations.
