Architect Workshop presented a concept-design proposal described in the committee packet as a concept/analysis deliverable priced at $5,000; another architect had earlier provided a full design proposal quoted at about $13,200. Commissioners asked staff to ensure any work aligns with the committee's stated needs (notably whether two or four sleeping quarters are required) and to avoid paying for duplicative studies.
Commissioner concerns: Commissioners pressed staff and the mayor about scope creep. "If the money's already been appropriated up to $20,000, it's already been spent," said one commissioner, adding that the committee must keep authority to descope or alter proposed designs. Another member said he expected remediation and construction estimates to remain modest (one commissioner estimated a remediation range of $25,000 to $50,000 for code-related work, though staff said final figures depend on design and code review).
Next steps: Staff said Architect Workshop will appear at a future meeting with a full package explaining what the $5,000 concept fee covers and whether it would roll into a full design. Commissioners directed staff to present the architect's package next month and to include options that would limit scope and cost if committee members prefer a minimal build-to-print approach instead of a full redesign.
