Board amends Title IX policy language and removes parenthetical listing of protected characteristics

The Manitowoc School District board moved to update district policy related to Title IX and nondiscrimination and approved the changes by voice vote.
Board members discussed rescinding the 2024 Title IX–related language and returning to policy 2266 as aligned with the 2020 Title IX regulations; administrators said the change reflects federal regulatory guidance. The superintendent explained the district is replacing the 2024 language because it is no longer valid under current federal guidance.
Separately, board members debated a parenthetical phrase in the nondiscrimination clause that explicitly listed "sexual orientation" and "gender identity." Some trustees argued the parenthetical was redundant because the policy already prohibited discrimination "on the basis of ..." and that adding specific terms risks forcing repeated policy revisions as legal definitions change. School attorneys advised the board the parenthetical was not required. A motion to remove the parenthetical language was made, seconded and passed by voice vote.
The board then voted to forward the revised policies as amended.
Administrators said additional procedural details and related administrative procedures remain in the superintendent’s office and will be implemented by district staff; the board did not vote on administrative procedures at this meeting.
