Commissioners approve payrolls, grants, proclamations and routine contracts; CDBG awards, PCCD subgrant and contract amendments pass

Both motions passed by voice vote. County officials clarified that CDBG money handled by the county serves smaller municipalities that do not administer their own grants and is not drawn from the county general fund.
- Authorization for the chairman to sign a subgrant award notification from the Pennsylvania Commission on Crime and Delinquency (PCCD) for Victims of Juvenile Offenders (VOJO) in the amount of $29,541 for the period 01/01/2025 to 12/31/2025 on behalf of the juvenile court. Motion passed.
- Authorization to execute amendment number 7 with Summit Food Service LLC for inmate food service at the Northumberland County Prison, effective 01/01/2025; motion passed as a ratification.
- Ratifications and administrative actions including renewal or ratification of mineral agreements (Enterprise Stone and Lime Co., Inc.), a coal risk renewal with Peach and Garrett Junior Mining (ratification), appointment of Brian (last name not specified) to replace Robert Fenella on the Local Emergency Planning Committee (one‑year term 01/01/2025–12/31/2025), and authorization to execute indemnity agreements for court‑ordered community service programs on behalf of the district attorney’s office.
- Purchase of 16,992 American cemetery flags for veterans’ graves from National Flag and Display Co. of Wharton, New Jersey, for $14,443.20 on behalf of the Department of Veterans Affairs. - Adoption of budget amendments listed in the public meeting agenda and approval of certificates of service, proclamations and letters. The board adopted three proclamations recognizing March 2025 as Intellectual/Developmental Disabilities Awareness Month, Pennsylvania 4‑H Week (March 16–20), and Bleeding Disorders Awareness Month. A representative for Pennsylvania Treasurer Stacy Garrity read a proclamation in support of PA ABLE and presented it to the commissioners.
Administrative and contract authorizations and resolutions also passed by voice vote, including a motion to authorize the chairperson to sign the state tax equalization voucher for transfers of real estate for January 2025 and adoption of amended resolution R06-25 concerning penalties for tax collectors and R07-25 covering agreements, grants, leases and reports for human services providers.
