Summary
The council authorized a $1,131,772 capital improvement construction agreement with HCS Inc. to add to and renovate Fire Station 3; staff reported the award fits a multi-year CIP and remaining funds were identified to cover the updated cost.
Copperas Cove City Council voted March 4 to authorize the city manager to enter into a capital improvement project construction agreement with HCS Inc. for an addition and renovation at Fire Station 3, located at 1050 West Business Highway 190. The contract amount approved was $1,131,772.
Fire Chief Gary Young told council the station was identified for expansion roughly a decade ago and was placed on the capital improvement plan. Bids for a turnkey renovation were opened and, after review with the architect, staff recommended HCS Inc. to complete the work.
Chief Young said the original project budget was $850,000; staff identified remaining funds from other debt-funded projects that could be applied so the project could progress without additional tax or rate actions. The contract covers the full addition and renovation scope as recommended by the architect and staff.
Council moved the item by motion, the motion was seconded, and members voted in favor. The mayor announced the motion carried and staff may proceed with executing the agreement and beginning work under the approved contract.
City staff did not provide a detailed line-item breakdown of the contract at the meeting but told council that the architect reviewed bids and recommended HCS as the responsible bidder. Implementation steps and the project schedule will be provided to council as the contractor mobilizes.
