Lincoln, Neb. — The Legislature advanced LB 478, a package of technical updates to the Nebraska Liquor Control Act that includes a new auction permit, an out-of-state wholesaler shipping license and amendments to brand-registration procedures.
Senator Justin Holcroft, speaking for the General Affairs Committee, said the bill collects several recommendations from the Nebraska Liquor Control Commission. The bill would allow out-of-state wholesalers to obtain shipping licenses so the commission can track shipped products and ensure taxes are paid; it would exempt out-of-state retailers from brand registration for products already in the marketplace; create a renewal fee for brand registrations; and authorize the commission to issue auction permits for sales that include alcoholic liquor.
Holcroft said the committee voted 8-0 to advance the bill and that the changes include several technical adjustments tied to a new agency computer-management system. The committee anticipated nominal fees for a new auction permit and sought to harmonize statutory provisions.
There was no recorded opposition on the floor and the bill advanced to E & R initial; the clerk recorded 36 ayes and no nays on advancement. The bill will continue through the Legislature's regular amendment and reading process.
