• Approval of minutes (02/18/2025 regular meeting and executive session) — Motion to approve minutes passed on a motion by the Vice Mayor, seconded by Councilor Pollock. "With all councilors voting aye, the motion passes."
• Approval of bills and claims (03/04/2025) as audited by City Manager Napier — Moved by Councilor Pollock, seconded by Councilor Jensen; council voted to approve.
• Established public hearing date (03/18/2025) for consideration of an ordinance approving a zone change for Lot 6 E Half Block 154 Casper Addition Subdivision — Motion to establish the hearing date moved by Councilor Pollock, seconded by the Vice Mayor; council voted to set the hearing.
• Adopted resolution finding facts regarding annexation of the Patent Addition Subdivision pursuant to Wyoming statute 15-1-402 — Exhibits were entered and the city manager reported the annexation study; the motion to adopt the resolution was moved by the Vice Mayor, seconded by Councilor Gamroth and passed with all councilors voting aye.
• Approved ordinance on second reading approving a vacation and final plat to create Lot 5A, Block 206 Subdivision in the City of Casper — Motion moved by Councilor Pollock, seconded by the Vice Mayor; council approved on second reading.
• Adopted a package of consent resolutions and agreements (titles read into record), including: amendment to a real estate trade agreement with Casper Community College District; intent to create a local assessment district for Westridge Improvements Phase 2; a revocable license agreement with CenturyLink Communications LLC (doing business as Lumen Technologies Group) for a fiber-optic line; change order and amendment items for Westridge Improvements; professional-service contracts with WWC Engineering and Worthington, Lenhart, and Carpenter, Inc.; agreements with Trader Construction LLC and Grama Horn Ramshorn Construction, Inc.; a temporary use agreement with High Plains Fire Conference for the Natrona County Regional Training Facility; a lease for the Fort Casper caretaker residence; authorization to join the Peace in Our Cities network; and authorization to file applications with the Federal Transit Administration. The consent package was moved by Councilor Pollock and seconded by Councilor Sweeney and was adopted with all councilors voting aye.
• Adopted consent minute actions purchasing vehicles and equipment for public services and parks divisions — Motion moved by Councilor Sweeney, seconded by the Vice Mayor; council approved the purchases.
• Motion to adjourn into executive session (security personnel and attorney–client privilege matters) — Moved by Councilor Pollack, seconded by Councilor Jensen; a greater-than-two-thirds majority voted in favor and the council adjourned into executive session.
