The Casper City Council recognized Pine View Elementary School at its March 4 meeting after the school earned a 2024 National ESEA Distinguished School nomination for Wyoming.
Chris Britt, a member of the school improvement team, told the council that a four-year strategic plan focused on inclusive instruction — placing special education teachers and assistants directly in general education classrooms, paired tutoring twice daily in math and reading, and a grade-level curriculum for all students — transformed student engagement and outcomes. “We put our special ed teachers and our regular ed teachers and all of our assistants in the classrooms, and they're all learning grade level curriculum each year,” Britt said.
Britt said the school had moved from “not meeting” state expectations to being close to an “excelling” designation and credited classroom practices and tutoring support for the change. The mayor read a proclamation recognizing the school and invited school staff forward to accept the honor.
School staff introduced members of the improvement team present at the meeting, including Hillary Barrett (tutor), Rachel Winkler (third-grade ELA teacher and ELA School Improvement Team leader), Zach Lay (fifth-grade math leader), Jason Armstrong (math leader and gifted teacher), and Patrick Weiss (special education teacher and lead in SPED). The mayor also noted the presence of the superintendent, Tanya.
The recognition was ceremonial; the council did not take a separate binding vote on the proclamation.
