County staff explained the parcel is low‑lying and not buildable; the state originally denied a conditional transfer because the city had not provided sufficient detail for the state’s required deed conditions. A state representative advised the city that an outright purchase for $500 would avoid the additional deed conditions and the administrative burden of conditional use restrictions, so the city asked the county to approve a resolution replacing the previous transfer authorization with an outright sale.
The board moved, seconded and approved the resolution as presented. No further public hearing or additional county conditions were added during Tuesday’s vote.
