Urban Renewal Authority approves Vasquez Boulevard right-of-way dedications, reduces loan by easement value

The Commerce City Urban Renewal Authority unanimously approved three measures to enable a planned Colorado Department of Transportation project along Vasquez Boulevard (State Highway 2) and East 60th Avenue.
Terry Ware, director of urban renewal, told the board the package includes: (1) dedication of approximately 17,000 square feet of right‑of‑way plus permanent easements for utilities, drainage and pedestrian amenities to the city by special warranty deed; (2) a temporary construction easement to CDOT to allow construction activity; and (3) an amendment to an intergovernmental loan agreement reducing the outstanding loan balance by the appraised value of the easements—approximately $1,600,000.
Ware said the actions follow a 2021 intergovernmental agreement with CDOT for design and construction of improvements on Vasquez Boulevard between I‑270 and E. 60th Ave, and that the project is in final design with construction expected later this year. He described project elements including a traffic signal at Vasquez and E. 60th, multi‑modal sidewalks, street lighting and connection to a stormwater detention facility (Track B) that remains under negotiation.
Caitlin Quander, special counsel to the URA, confirmed the third resolution implements the $1.6 million easement valuation Ware referenced. The URA voted to adopt all three resolutions; the board recorded 10 yes votes and one excused absence. The city council will be asked to approve an amendment to the loan agreement as a companion action.
