Oakwood holds first readings for street‑lighting and sidewalk repair ordinances; no votes taken

Oakwood City Council on March 3 presented first readings of two ordinances that would authorize work on the city’s annual street‑lighting and sidewalk repair programs; neither ordinance was voted on at the meeting.
Councilmember Rob Stevens described the street‑lighting ordinance as the second step in the 2026 street‑lighting program and said the text authorizes the city to proceed with the project; Stevens noted he made no motion because the item was a first reading. Stevens likewise introduced the sidewalk ordinance as the second step in the 2025 sidewalk, curb and driveway apron project and said that abutting property owners would be required to repair affected sidewalks. Stevens described the geographic bounds of this year’s sidewalk program area as all city streets within the area bounded by Far Hills Avenue to the west (not including Far Hills), the Oakwood–Kettering boundary line to the east and south, and Corona Avenue to the north.
Stevens told council that state law requires the city to pass a sequence of legislative items for these annual programs: a resolution declaring necessity (adopted at this meeting), an ordinance to proceed (first reading presented March 3) and an ordinance to levy assessments after the project is complete. He said the street‑lighting ordinance to proceed will be presented for a first reading in April; no dates or assessment amounts were provided at the March 3 session.
Because both items were first readings, no formal motions or roll call votes were recorded on the ordinances. Council members indicated they will return the ordinances in future meetings for further action and for the separate assessment ordinance after projects conclude.
