Council approves downtown event closures, equipment purchases and grants; tax‑abatement for Formavite tabled

The Opelika City Council on March 4 voted on a package of routine permits, resolutions and appointments. Most items passed unanimously or by voice vote; one economic development abatement was tabled after a councilmember asked for more time to review details.
Event and street closures: The council approved multiple downtown street closures and special‑event permits, including a temporary fee closure for Bountree’s UNC Easter egg hunt (April 13), several downtown street closures for seasonal markets and community events (including a vintage market on May 17 and Heritage House and Touch Truck events on May 31) and a Relay For Life use of Courthouse Square. Motions to approve those closures were moved and passed by roll call.
Equipment and vehicle purchases: The council authorized purchases for the public works and police departments. Resolutions authorized purchase of Ford F‑150 and F‑250 SuperCrew 4x4 pickup trucks from Stivers Ford Lincoln at the following amounts: $51,520; $56,523; $60,578; and a combined purchase of two trucks totaling $89,610 (resolution numbers referenced in packet). The council also approved a police radio purchase (11 two‑way radios) from Motorola Solutions at $83,665.34.
Grant application and matching funds: The council approved applying for an Alabama Department of Environmental Management (ADEM) grant for Phase 2 of the Pepperell Branch Watershed project. The resolution anticipates a $200,000 ADEM award with a city cash match of roughly $50,000; staff said much of the city’s match historically has been in‑kind services.
Personnel, appointments and other resolutions: The council approved creation of a classified full‑time graduate engineer position in the engineering department and the temporary position of deputy city attorney (both to expire or be effective per the resolution language). The council approved compensation and job description language for the city attorney position to become effective Nov. 3, 2025, applicable to the city attorney’s successor. The council reappointed two members to the property maintenance board of appeals and approved other routine resolutions including appointing the mayor as the city’s voting delegate to the Alabama League of Municipalities annual convention and renaming the Southside Center for the Arts in honor of former Mayor Barbara H. Patton.
Formavite tax abatement tabled: Resolution approving tax abatements and exemptions for Formavite LLC, which would support a roughly $13.67 million capital investment for a dietary supplement manufacturing facility in the Northeast Opelika Industrial Park, was the subject of a councilmember request to postpone. A motion to table the resolution carried 4‑1 and the abatement will return for future consideration.
Springwood Hotel inspection follow‑up: Council discussed whether to reinstate a limited business license for 40 reconditioned hotel rooms at the Springwood Hotel on Columbus Parkway. Staff said those rooms had passed inspection but councilmembers requested additional reports from building inspection and the fire department and pictures documenting the reconditioning before voting.
