Commissioners adopt CDBG agent resolution and approve budget reallocations for water projects

Centre County commissioners approved an agent resolution to authorize county staff to execute documents related to Community Development Block Grant (CDBG) programs and adopted budget revisions reallocating prior-year CDBG entitlement funds to projects that are construction-ready.

Leslie, a county Community Development staff member, told commissioners that agent resolution 5 of 2025 allows CEDC/OCOG staff to sign required documents for CDBG entitlement and competitive programs, including reporting, equal-employment-opportunity documentation, fiscal reports and contract extensions. “As a CDBG grantee, the county is required to update master file documents every 5 years or when there's a change of the board,” Leslie said.

The board also approved federal fiscal year 2021 and 2022 CDBG budget revisions reallocating funds originally set for the Eagle Creek Water and Sewer project to the Haines/Arensberg Water Well Rehab Phase 2 project because the latter had electrical bids come in over budget and was construction-ready. The meeting record identified reallocations of $52,392 (FFY 2021) and $54,916 (FFY 2022) toward the Arensberg well project; commissioners said the Eagle Creek project remains a county priority and will be funded from newer 2024 entitlement dollars and a pending competitive grant application.

Commissioner Concepcion noted that the county previously allocated its full 2020 entitlement to Eagle Creek to strengthen the county’s competitive grant application. The board approved the resolution and the budget revisions by voice vote.

County staff said the reallocations permit timely expenditure of 2021 and 2022 funds on projects that are ready for work while remaining committed to Eagle Creek using later-year funds and a competitive grant application.
