The Planning Board continued the application of completeness review for a proposed three‑lot subdivision in the Portland Road zoning district (proposed lots from an applicant linked to the athletic complex project) and directed the applicant to supply additional materials and clarifications before the board resumes consideration.
Planning staff explained the subdivision filing included multiple requested waivers and that the city engineer had submitted a review memo the day before the meeting identifying items that require follow‑up. Board members said the checklist in the packet showed numerous outstanding items — boundary surveys, water supply, erosion control and infrastructure specifications — and several asked the applicant to propose a reasonable baseline use for the lots (even a hypothetical use) so the board and staff can analyze traffic, parking and service requirements.
Silas Canavan of Atlantic Resource Consultants, representing the applicant, said the subdivision contains no civil infrastructure work itself and that utilities and site improvements would be addressed later at site‑plan stage by future lot developers; he also said survey work to resolve a southerly boundary discrepancy is underway. The board voted to continue application completeness review to a future date and asked the applicant to return after responding to the city engineer memo and clarifying baseline uses for the lots.
