Brockton officials flag drop in instrumental participation after schedule change; grant for new instruments "in process"

Brockton Public Schools staff told the subcommittee that moving fifth‑grade instrumental music to a before‑school slot led to a measurable drop in participation and that the decline is starting to affect middle‑school ensemble capacity.

The superintendent said, “the data has shown a drop off in participation following that change,” and noted Brockton is an outlier among peer districts for not offering K–8 instrumental music during the school day. District staff said the enrollment decline could affect high‑school program depth within a few years if the trend continues.

The music department proposed several access strategies: collaborate with K–5 leaders to provide lessons during specialist periods, build an inventory of beginner scholarship instruments, and collect teacher feedback as the district implements a K–8 general music curriculum this spring. Staff said the district will pilot a bucket‑drumming unit and refine the curriculum based on teacher input.

Superintendent’s office also reported that a previously approved grant to purchase new music instruments is “in process,” and staff committed to follow up with the committee to report completion status. The department highlighted recent student achievements: ensembles winning medals at regional festivals and several students accepted to honor bands and All‑State/All‑Eastern opportunities.

Staff said the spring schedule is busy with all‑city chorus concerts, district festivals, and a planned BHS pop concert on May 28. No formal motions or votes on music policy were taken.
