Sydney and Richard Mioli, owners of 238 North Street, asked the Planning Board for permission to add two apartments within an existing rear addition of a mixed‑use building. Planning staff reported there are currently two one‑bedroom apartments in the addition; the owners propose two more by adding kitchenettes and using existing separate entrances. No exterior changes or landscaping removal were proposed.
The board reviewed waiver requests for a boundary survey, landscaping plan and lighting plan. Board members and staff inspected newly activated dark‑sky compliant exterior lights and confirmed a recent inspection by the electrical inspector. After discussion the board granted the three waivers, found the application complete, and scheduled a public hearing for April 1. The applicants said the units meet fire‑rating and access requirements and that the planned interior changes are limited to kitchenettes.
