New Carlisle council approves four ordinances; moratoriums on vape and cannabis introduced

City officials said the ordinances approved 7-0 continue routine city operations: retaining Park National Bank as a public depository, adopting a boards-and-commissions handbook, renewing an IT and compliance services contract, and partnering with the Ohio attorney general’s office to pursue collection of delinquent municipal income tax debt. Council members then introduced two separate moratoriums — one on new vape shops and one on cannabis operations — with hearings scheduled for the March 17 meeting.
The adopted measures were presented by staff during the ordinance section of the agenda and moved and seconded before roll-call votes. Each of the four ordinances that passed received recorded “yes” votes from the mayor, the vice mayor and the five council members in attendance; no “no,” abstain or recusal votes were recorded.

Introductions and next steps
Council also introduced Ordinance 2025-11, a moratorium not to exceed 12 months on new vape shops within the city, and Ordinance 2025-12, a moratorium on cannabis operations within the city. Both ordinances were introduced at the meeting and scheduled for public hearing and action on March 17, 2025.
No additional conditions, amendments or implementation dates beyond those stated on the agenda were recorded during the votes section. Staff said additional bylaws and implementation details for boards will be presented in subsequent resolutions, and that the IT contract contains only the scheduling/audit changes discussed on the record.
Council members moved to adjourn following the formal actions; no other votes on ordinances were taken at the meeting.
