He reviewed the two common procedures for selecting mayor and vice mayor: a motion (which requires a second) or successive nominations (which do not require a second and are voted in the order made). He cited the charter process for annual appointments.
Keith also reviewed ethics, public‑records and Sunshine Law considerations. He noted the annual financial‑disclosure filing remains Form 1 (filed electronically) and that Form 6 remains enjoined by federal court order; he advised councilors to maintain accounts to access the filing portal. On gifts, Keith advised avoiding gifts from lobbyists; he said the statute treats meals as gifts but that reciprocal meals can offset each other if they occur within a 90‑day window. He emphasized optics and cautioned that multi‑member discussions with lobbyists about matters likely to return to council for action can raise Sunshine Law concerns.
Council asked procedural questions about reorganization timing and gifts; Keith offered to spend more time reviewing Sunshine Law and conflicts if council wanted a refresher. Council declined extended review at the workshop but accepted the memo Keith provided. The meeting ended after a brief motion to adjourn that passed by verbal assent.
