Mentor City Council approved Ordinance 25‑0‑024 on March 4, 2025, authorizing execution and delivery of a Mentor Economic Development International Passport Grant for Halcyon Eco Inc. The company, a U.S. subsidiary of the Roscommon, Ireland–based Halcyon Group, plans to establish U.S. headquarters in Mentor and a local manufacturing partnership.
Administration representatives described Halcyon Eco’s fryer-management system, which filters and cleans frying oil and allows safe transport of expired oil. The company projects two jobs in 2025 and up to eight jobs by 2027, with a beginning payroll of about $210,000 in 2025 and a projected total payroll of roughly $887,000 over the three‑year grant term. Under the Mentor Economic Development Grant Program guidelines described at the meeting, Halcyon Eco would qualify for an initial $5,000 Mentor International Passport Grant.
Peter Kerwin, introduced by administration staff as Halcyon Eco’s founder, said Mentor ‘‘reminded us of home’’ and described plans to create a manufacturing plant and expand to as many as 100 jobs over five years in Mentor. Council members expressed appreciation for the investment and noted local partners, including an agreement to co-house administrative offices with the Mentor Area Chamber of Commerce and collaboration with Mentor-based Nova Manufacturing to make machines locally.
Council moved to suspend the rules and adopt the ordinance; roll-call votes were recorded and the ordinance passed. The ordinance authorizes the grant and related documentation; specific contract or incentive details beyond the $5,000 initial grant were not discussed on the floor.
